The Constitution of the ACC may indeed have some bearing, but it isn't (and does not claim to be) the constitution of the Anglican Communion itself. So the Constitution of the ACC does not—and cannot—answer the question, "Who can expel the Episcopal Church from the Anglican Communion?"<BR/><BR/>The absence of written constitutions for the Primates' Meeting and the Lambeth Conference are, in themselves, clear indicators that the relevant body of written law is at best incomplete. Such initiatives as the Windsor Report and the current movement among some Anglicans to develop an Anglican Covenant are, in fact, attempts to develop a "transparent framework previously agreed to by the parties" within which conversations can be held.
